Senior Living Voter Outreach Program
Internal Volunteer Implementation Guide
Program Overview
The Senior Living Voter Outreach Program is one of the most effective — and most underutilized — tools in our volunteer toolkit. It is publicly nonpartisan. It is legally sound. And it works so well that Democrats issued a cease and desist against one of the facilities we served.
The mission is straightforward: protect and promote the voting rights of seniors living in independent and assisted living facilities in northern Phoenix, Scottsdale, and surrounding areas — while ensuring that Republican voters in those facilities are registered, informed, and voting.
This guide tells you exactly how to build and run the program in your area.
Why This Program Matters
Senior living facilities are full of reliable, civic-minded voters who are often overlooked by traditional campaign field programs. Many of these residents:
- Moved into their facility without updating their voter registration — meaning their mail ballot goes to the wrong address
- Have limited mobility but strong motivation to vote when someone helps them navigate the process
- Must re-register to vote any time they move — room to room, building to building, or facility to facility. Their ballot will not follow them until their registration reflects their current address
- Respond powerfully to personal contact — a letter, a visit, someone who took the time to show up
A modest investment of volunteer hours in this program produces a high-yield return in Republican votes. The facility staff appreciate the resource. The residents appreciate being seen. And the program is bulletproof — because it is genuinely nonpartisan in its public presentation.
Building Your Committee
Each area should have a dedicated Senior Living Committee with a Chair and at least two to three active members.
The Chair’s Responsibilities
- Research and map all independent living and assisted living facilities in your Legislative District or target area
- Maintain the master list of facilities, contacts, and visit status
- Make initial calls to activity directors to introduce the program and schedule visits
- Coordinate packet delivery and voter registration days
- Manage the internal Republican voter list and oversee ballot chasing before and during the election
Committee Member Responsibilities
- Assist with facility visits and packet delivery
- Assist with voter registration — helping residents complete registration forms, update their address, or register online during activity days
- Staff voter registration activity days at facilities
- Write and send personal letters to Republican residents before the General Election
- Support ballot chase follow-up with registered Republican residents
